Fostering Demand Response in the EU – Challenges Solutions and Future Outlook

EU legislation currently empowers any end-user to engage in both explicit and implicit demand response, laying a solid foundation towards a sustainable energy system. To fully unlock this potential, however, a more comprehensive implementation by Member States is essential. By addressing the existing gaps in legislation, Member States can catalyse the advancements of demand response, transforming it from concept to reality.”

📉 Primary Barriers:
– Smart Meter Rollout: The slow rollout of smart meters is a significant obstacle. These meters are crucial for the adoption of residential demand response.
– Independent Aggregators: Unclear transposition of the status of independent aggregators is hindering their development across the EU.
– Access to Markets: Some electricity markets and services are not yet open to demand response, limiting consumers’ flexibility.
– Definition of Products: Inadequate technical requirements are preventing demand response from accessing certain markets.

European Best Practices: Our report also includes examples of best practices developed in Europe, offering inspiration for the future of demand response development in the European energy landscape.
